The Sims 4 folder I mentioned does not include the game's program files, only the user data. The point is to remove that data from the picture and see whether it helps. If you opened the Electronic Arts folder within Program Files, that's completely separate and not relevant to the issue. The relevant Electronic Arts folder is in Documents.
